Look at the statistics for incarceration for Black males, watch some rap videos, go to your local High School and ask about "acting white" also known as getting good grades. Then answer your own question

This is a "deep question" that cannot just be justified in one answer. I think for the most part most black men "in the west" are not family oriented people. Most of them grow up in single parent families where there were no real father figures so most them don't know or weren't taught how to step up to the plate and be a family man.
Culture also plays a vital role as most of them growing up in the "projects" or areas where everyone in that environment goes around having babies with several different women so that becomes the norm.
The way the society is nowadays, the ratio between women and men the gap is widening. As a result you find more women than men. As crazy as it is, men who are not dignified have noticed that so you will find a man, even though he is in a "committed" relationship will continue to play the field and go around use women and break their hearts.
This is not just the cry of black women but women in general........

I think there are valid reasons for Black women to claim that there are no good Black men out their. I for one agree with this claim because of my non-existent father who hasn't done a thing for me. Black men always seem to not be able to handle responsibility, which is the reason for so many single-moms. It's not a poor excuse because its true, just look at the facts/statistics.

because some of them have encountered a bad relationship so they base it on that. I think there are bad men in every race and ethnicity. Because of that I also feel it is time these men come to bad and take responsibility for the children they are making and realize these kids need their dads. Take responsibility for the kids you bring into this world.
