That depends on how you define terms. "Apostle" is used in the New Testament to describe several people outside the 14 formally designated apostles. It simply means one who is sent.

During the last few weeks of his ministry, Jesus sent out a large group in pairs to go to towns ahead of him. Pairs allowed them to support one another and reinforced the teaching.

Paul followed the same principle and the pair often had students traveling with them.
