Check out the programs linked at this website, many are free. I don't know if any do what you want, but there is a large selection, oughta be something.

Fruityloops: got loops of drums and sounds and pluging to create sounds.
Reason: one of the best for pros but takes alot of space and needs a midi piano.

there are alot of them
but it depends on what type of music you trying to make.

Fruityloops is more for everything
