As stated above. There isnt enough info to make a true assessment.
But based on his time sheet. The date in February is the soonest that he can get out. That is based on him receiving good time. Make sure that he doesnt pick up any disciplinaries that can take away his good time. While he is still in prison have him see if he can get into any education programs to keep him occupied and continue his education. This will help him for the Parole board.

Not enough info in your question to even answer.
A reduced sentence or early release is usually a percentage of time served.
How many years did he originally receive ?
How much time has he already served ?

The earliest he will be released will be Feb. However, he probably has a maximum "out date" also. So his release will occur sometime between these two dates.
