I didn't notice it addressed in the other answers... neutering will help considerably, maybe stop it completely immediately if he is otherwise housebroken. At his age, he's probably marking territory, and that is much more difficult to break as it is hormone-driven. He will be stubborn about stopping, even with typical housebreaking measures.
At 16 months he should not have a problem with holding urine a few hours until you can take him out, though I'm not recommending he repeatedly be asked to "hold it." But at this point, "accidents" probably aren't accidents. The other answers are all legitimate options, though personally I believe some to be better than others. But if you try several and nothing works, have him checked out by a veterinarian to see if he has a physical problem.

16 months??? You have waited this long to do housebreaking???
GO GET A CRATE. If you aren't home, he goes in the crate. when you get home, do not pass go, do not collect $200, and the minute you open that crate door, he goes directly outside - and then gets much praise and man pets for doing it ouside,
Until he learns otherwise, offer him water every hour or two and then take him outside within 15-30 mintues.
IPay attention - if you see him start to hit the postion, do SOMETHING. Yell NO - grab him - haul him outside saying NO BAD all the way. When he pees outside, praise and pet him.
Since you have let it go on so long, it is going to be 5 times harder than if you had done it when he was small.

This sounds cruel, but it isn't: the easiest way to fix this problem is to crate the puppy unless you are taking him outside. It is sad for a little while but you have to look at the bigger picture. Take him out starting about 3 times a day and keep a routine. Training pets is all about repitition and consistency. It usually won't take a super long time for the puppy to get used to going only when you let him out. Sure he can have play time, don't get me wrong, but make sure you let him outside as soon as he leaves his crate. It really works. we have 6 dogs and nothing works better...

Dogs (especially puppies) have a hard time telling rugs and carpets apart from grass. If he's been urinating in the house, try to see if its always been on a rug or carpet. If it is, put him in a room with linoleum or hardwood floors when you aren't home until he's housebroken since he will be less likely to go to the bathroom inside that way.

Crate your dog up at night and during the day. Dogs will not wet where they live in a crate. We did this when we were raising puppies. If you crate him up during the day, then when you let him out be sure going outside to go is the first thing you do. Then praise him a lot so he knows he did a good thing. Dogs want to please you and will try.

Have you been looking for signs as to when he has to go out? Such as circeling and sniffing? If you see any signs he has to go out, take a can with pennies in it, and shake it, it will stop him dead in his tracks, pick him up, and put him outside...hope this helps.

stick his nose in the bathroom and pop him on the nose or butt. Then take him outside and when he is done. Put him in his pen after he gets done.
