In Internet Explorer v6+, select Tools, Internet Options and then select the Privacy tab. It's on the bottom of the window to select you settings. When pop-ups occur, a thin horizontal bar will appear on your browser window that you can right-click and choose to open the pop-up for your particular session. Some pop-ups are necessary.

You shouldn't need one if you are use smart intnernet browsing habits. I've NEVER used a POP-UP blocker other than the one built into IE and Firefox. Anything more is un-necessary.
If you have problems with POP-UPS then you may be infected with Spyware or Adware.

Firefox. It's a browser with popup and (if you download the adblock extension) ad-blocking power. And it has the option for skins, making the appearance fairly well customizable.
