The term "state" can refer to the country not as we think of a state in the United States of America so You have two Coices to Answer this Question. you can look at the Question as Many Americans do and Answer Texas as the State Or You can look at the Question from a broader scense and Answer The United States

first~ im not sure why you are asking this in the 'pets and dogs' section, but, by the question you asked i guess its easy to see how confused you are or can get.
second~ houston, tx means houston is the town/city/province, and tx (texas) is the state. a comma will almost always separate a city from a state (except for postal addresses) so, in essence, what you are writing is really CITY,STATE. hence HOUSTON,TX...meaning that its in the state of texas.
