Borders: Close them by erecting barriers and through the use of the technology that our best tech es are capable of coming up with. People say a barrier will not work. For the most part the wall with border guards worked in Europe, until they tore it down.
If Congress got off its rear ends and passed a bill this could be accomplished within 3 years. We went to the moon in ten.
Ports: For the most part the technology is available to greatly increase security of our ports. No one if forcing the port operators to use it so it is not being used. I know industry will say if we put into practice the measures to protect our ports it will slow down commerce. I for one would rather wait a week to get my new TV set it it means the chances of reducing a terrorist attack are going to be reduced. We also could use the Coast Guard better by building them up and giving them the means to do a proper job.

I think it will take a few years, and I think the laws passed recently are only a part. I think that the 'mandatory placement' portions of the Secure Fence Act could be put into place in 18 months if anyone really wanted to, though. But I also think that borders are only a part of the issue. I understand that we now have a very expensive 'incoming' visa tracking system and no realistic visa exit system at all, and there is no deadline for putting one in place.
We found those Egyptian students were missing because student visas were tracked, but no others are. If 40% of illegal immigrants are visa overstayers, as were several of those involved in 9/11, what is up with that?
Also, I think interior enforcement needs to be mandatory and sanctuary cities need to be banned. It could be on a trigger - screened temporary residency for taxpaying/self suporting illegal immigrants (to be followed by permenant residency after a 3 year processing/screening period) would go into effect at the same time a ban on sanctuary cities and benefits to illegals goes into effect, to the extent approved by the Supreme Court. However, the SC never said you can't ask immigration status, only that you have to give education if they are still here, as I understand it.
Sorry, poorly constructed sentences, but I think you see what I mean.

With the Borders , put up a fence along the whole border, if you use US companies to get material and give them a tax break . Use Military CE personnel to build it. With the ports have American owned companies run the port, not foreign companies. Don't have felons working at the ports,(as the unions want) 100% Check of all shipping containers and I mean open the dam things up and investigate.

We should support our borders like we are supporting foreigners...with our military with live bullets. I think just the knowledge that we have our military securing borders & ports would deter some. With a full-fledged effort ( not just lip-service like we have now) we should be able to have our ports & borders secure within days of the arrival of our military.

Use our reserves and the National Guard to help with this. With the conflicts we are now in, it might take a bit longer, but, I would say within a year it could be implemented and by two years we would start to see the results. But, then we would have another problem, getting the illegals here now all rounded up and sent back.

We need to bring the National Guards home instead of having them fighting hand to hand combat in Iraq.
When we bring them home it would be up to them to secure our borders.
The states should work hand-in-hand with the Federal National guards to make our borders as safe as possible.
Vigilante groups like the "Minuteman Project" should be prosecuted to the fullest extent of the law.
