Wow, it's amazing how ridiculous all of these answers are. Obviously, you guys don't spend much time here...
NYC is very safe these days. If you are hanging around in Manhattan, then there's not much to worry about. I wouldn't venture north of about 110 after dark unless you know where you are going, but during the day cruise around up there. Harlem has a lot to offer. Anything below there is going to be fine.
If you're talking about neighborhoods that even locals would stay clear of, then parts on the Bronx can be pretty sketchy, unless you live there, of course. It's best to not hang around Coney Island at night and some places around Flushing, Queens can be a little sketchy at night. Mind you, there are places that are much worse than these anywhere in the country. And, just because I say these places are sketchy, you are generally fine if you know why you are there and where you are going. You probably won't have any problems if you mind your own business and don't act like a target.

Manhattan
Mostly everything under 14th (Lower East Side to Battery Park) is the safest because their are police on the coners of most street (CRMIE 3.7 %). Midtown(EAST SIDE) is the worst u could be in(CRIME 89%. Uptown( from W.181 Street- BroadWay Bridge) is the best place but not that safe but it's quite. . . (30 %)
Brooklyn
All of the hoods are bad. . . i lived on Eastern Parkway adn u heard guns like non-stop then there was the shoot-out on the subway. . to me the safest palce is Northern Brooklyn because it bordors Southern Queens and the police stations are on the line. Also around J.F.K airport there is not alot of crime because ever since 9/11 police have been all over that airport.
Queens
Is teh Safest! best where u never find crime is the ROCKAWAYS the ROCKAWAYS are like Long Island xpext when teh planes land at J.F.K / .. . . .Northern Queens is good to i say aorund LGA,BWB,and TNB. . Astoria us good to but not enough Power after the black out!
Staten Island
Thats good but northern S.I. there is alot of crime around teh Ferry Terminal. .. there is alot of crime in the Southern Tip around New jersey bye around The River Ports
BRonx
The best place is Nothern Southvew but located in Eastern Bronx. . The worest place is Jerome Ave.in the West. the south is as best. . .The most best is Aorund TNBr. because even doought u here traffic from the bridge it's safe becausse Marine College is Like 1 min.

stay in manhattan below 100th st on the west side u can go up to 120th, f or the other boroguhs u need to talk to people more
