If you find tiny used condoms on the bottom of their cage, that's a sure sign.

I don't know if parakeets " do it" the same way as cockatiels, but when my birds mated, the male would step on her tail feathers and sing a pretty song while he " ya know" from behind her. It was quite obvious and I made the kids leave the room because they would giggle too much. It didn't last very long either. Another sign might be to look and see if they are trying to find some kind of hidey hole or nesting spot. They usually won't mate unless they have a place to lay the eggs.

Well here is an obvious answer.....The male will put his feet on the back of the female and to you it will look like he is laying on-top of her, then his tail will arch down and go under her tail, while her tail is pointed out and up. He might even use his beak to hold onto her neck so he wont fall or so she wont get away. He might even be flapping his wings just to keep himself balanced. Even if this is what is happening, no baby birds may result in this....but just in case, on the bottom of their cage put a pre made nest from your local pet store, and also put some shredded newspaper, and see if they make a nest or not.

You will know when you see one on top of the other. Sort of a side-way mount. One more thing, don't get to excited. I have two male lovebirds that will constantly mimic the same thing so it doesn't necessarily mean that they are male and female.

you may make their cage look like their organic habitat. i spotted they like little birds nest to boot. it is going to take them some week or in an attempt to evolve to their new domicile. once you get a clean puppy they wont adapt in a 2d i recommend you lock the domicile windows close the doorways and enable them to out of their cage for awhile yet you need to shop a reliable watch of them

well, if one goes on top of another budgies back then yes their makin love. be sure to check it's rear end to see if looks bigger, is so , then it is getting an egg.
