does it mean that it is actually no longer a speed limit of 45, but whatever it was before the speed limit changed to 45

Speed limits change exactly at the sign. If the sign says "45 end", then that was a change for a short distance, and the limit does, indeed, revert to the previous limit.

Untill you pass the sign that is the limit.Afterward,whatever is posted unless there is also a sign stating "resume speed" indicating that the previously posted speed can be used.

WHEN A SIGN SAYS "END" THAT MEANS IT ENDS UNLESS YOU COME TO ONE THAT SAYS 25.OR IF YOU ARE IN A CONSTR. ZONE IT STILL REMAINS BECAUSE THEY ARE IN A PROTECTED ZONE A LOT OF PPL DO NOT UNDERSTAND THE CONSTRUCTION WORK ZONE ATMOSPHERE.THUS U MAY RESUME THE LAST SPEED.

45 end means the 45MPH limit has been ended.

i believe this is common on backroads..the speedlimit unposted is 55MPH (at least here in ca)
