If he works there, it would be crossing the line for him to make a move on a customer. But since you're their as a leisure activity, it would seem more proper for the first move to be taken on your behalf.

I would be very careful with making the move. I have done it many times, and in customer-employee relationship, one wrong step can destroy all the built ups!
Remember, technically, the employees are not encouraged to date customers.
Eventhough he is shy, it does not mean he is too shy to ask you out. There may be a possibility that he does want to go out with you and he can ask you out first, but he does not do so because of the work rules.
Or, if you ask him out at the sight, it will gather the attention of the people around you, and he may say no to not be involved in trouble.
Your goal is getting his PHONE NUMBER! In order to get to the point where you and he feels comfortable enough to talk about detailed activities in your life, you must spend many, many times with him. By doing so, it will break the awkwardness and naturally getting close together.
After getting to know him for a long time, then you can write him a phone number of yours on the receipt and say, "I am going to the Yankees game. I give me a call if you want to come along."
Usually, making out with a guy from the customer-employee relationship is not really recommended. Because it is very very fragile, one mistake can cancel out all the efforts built in a long time. Also, say, even if you get to the point where you and he feels not awkward to talk about what is going on in the life, he could still refuse your asking out, not because he doesn't like you but because of the work rules, "no dating with the customers." There is no way to know this until you get close to him.
That is why this is such a headache situation, and strongly not recommeded.
Just as you say, you don't know if he even likes you or not.
Best you can do is give it a shot.

At your situation, YOU MUST VISIT HIM MANY, MANY TIMES AT THE STORE, OVER A LONG PERIOD OF TIME. By doing so, both you and him can learn about each other, and from there, you or him can judge who is to make the first move and what to do. Remember, you are the customer and he is the employee. You are still a stranger.

it would be unlikely to have a policy like that in a store. & if you think he's a bit shy, you're going to have to make the first move. It sounds like he likes you anyway so don't worry & go for it. If he says no at least you haven't lost anything. Keep it casual, & good luck.
As an afterthought, after reading davegespreks answer, please don't follow his advice, if you start visiting the store many many times you are just going to look like a stalker. The chances of thier being a policy in place is very slim, after all how the hell are we supposed to meet people if everyone who works in a store is out of bounds!!

Just write your name and phone number on something you give him the next time he is there. Maybe a receipt? Be sure to include a heart or some other such nonsense. Since he is shy, this will give him time to come to the realization that you are hitting on him. It will also be a very discrete way of you showing your interest in him without being to noticeable. Be sure to tell him that he can call you at that number, your home, cell, etc whenever he wants to get ahold of you.

since tthe guy is of a shy type, you can give him your number & ask him to call off duty hours, other iwse ask him when is he free & tell him to come to a place of your choice otherwise both of you fix a meeting place after his duty is finished. that should not violate his company's policy too.
