It's a transliteration from a non-Latin alphabet, so sounds don't translate exactly. The actual letter is a vocalized "H", which sounds like someone clearing their throat. This is sometimes given an "h", and sometimes, to distinguish from a "H" is given a "CH", It's really not either, so some people use one, some use the other.

Shalom!! Yes, seeing that Hanukkah is Hebrew, it can be spelled different ways in English. Chanukah is another acceptable answer!
