If you want to GIVE Refund Anticipation Loans, then you must be registered with the Federal Trade Comission, the FDIC, and the IRS, just to name a few. You must have a Bank Charter and be operating as a lending institution. Then you'll have to find a tax prep firm who wants to work with you. Keep in mind they want to work with a bank who can approve the highest number of loans so they can keep their clients happy.
Most tax prep firms are currently using HSBC. This includes H&R Block, Jackson Hewitt, and others. You might do best to begin by offering loans through a smaller tax prep firm, perhaps a local company with one or two offices. Expand from there.

alot of the tax companies use a bank called HSBC for there rapid refunds. they determined the rapid refund by there credit history
