Probably has a condition known as 'entropia'. Your cat's eyeballs are abnormally sunken in causing the eyelashes to constantly rub and irritate the eyeball. The eye, naturally protecting itself, is releasing lubricants that clump with the fur around the eyes thus resulting in the 'salty crusted' look.

It is not normal for a cat to have a salty crust to his eyes.

We once had a kitten that developed crust around his eyes. The vet said just to hold a warm cloth up to his eyes to get rid of it.

I hope you didn't taste it--that would be really nasty!!
