My driveway is at a downward slope. When ever i have to back out it is fairly difficult to make sure that everything is clear behind me
since the back of my car is facing upwards. I was ready to back out early yesterday I checked all my mirrors looked back and everything looked clear as i slowly hit the gas and my back tires hit
the leveled ( no longer sloped) sidewalk I heard a honk I hit the
breaks but It was too late. I hit a car with the left corner of my rear bumber. The other persons car was hit above her front right wheel. SHE WAS PARKED ILLEGALY in my driveway. She was at an angle also which made it very hard to spot her. Am I fully responsible??

It could depend on the laws in your state. Talk to your insurance agent.

Yeah, you probably are. The other vehicle was not parked since the operator was there and blew the horn at you. She can argue that she was in process of parking legally when you backed into her.

You should reverse INTO your driveway. That way you can pull out forwards where you will have a much better view of the road.

If the other car was fully on the thoroughfare and you were backing out of a drive, you are at fault because you cannot leave private property and enter a thoroughfare if it is not save to do so. It's one of those rules like if you get in an accident and you are turning left it's your fault or if you rear-end somebody it's your fault.

in my opinion no because she was illegaly parked in you drive way. yhr only you you coud have done to aviod this was to get out of you car and walk to the end of the drive way and LOOKED to see if the way is clear. But that can change at am instant.

Yes.Even though you were on private property,you are responsible.EX. I was visiting my inlaws and her mother backed out of her own carport and toof out my r/f headlight and grill.The insurance co. decision was that since she was backing she was fully responsible.

yep you are..
coulda been a toddler on a tricycle "illegally" parked there while you weren't lookin.. it'd still be your fault.
next time.. turn your torso and LOOK out the back with your EYES *WHILE* you are backing up!!!

No because she ws parked illegaly in YOUR DRIVEWAY && she should've had enuff sense to back out or park sumwher else.

UNLESS...

You didn't hav yur lights on (taillights)!!!!

AND BY THE WAY, IT IS NOT ILLEGAL TO PARK IN SOMEONES DRIVEWAY
