My cousin is 4'10" and she is 65 pounds. She has very long lengs aswell. People tell her she is too thin. Is she? I don't know what to tell her.

She is 11. She is very petite for her age, and she is not looking like a skeleton at ALL.

11 year and 6 month old (female) child who is 65.0 pounds and 4 feet and 10 inches tall, has a body mass index of 13.6, which is below the 5th percentile and is considered to be underweight.
Being underweight or at risk of being underweight means that your child has a body mass index for his age that is lower than the 5th percentile. This can be normal, especially if your child has been growing and developing normally, has a healthy diet, and is active and energetic. However, being underweight can also be a sign of a problem and a sign of an Eating Disorder. Be sure to talk to your Pediatrician if your child is underweight.
