1) You can use political means, by investigating the present planning and zoning laws, and if they are not favorable to your goals, trying to have the city or county change those zoning laws to restrict development.
2) If you live in a planned subdivision, you can investigate whether there are restrictive covenants imposed upon some of the land that others are developing, and whether they are violating those covenants.
These are not easy tasks to do on your own. Many people seek professional legal advice on how to do this, or turn to their local civic association, etc.

Here, in Colorado, we have a lot of damn out of staters moving in, so people set up a coalition, and they bought huge tracts of land with donations.
Now those lands just sit there. People dump trash on them. One tract has an old doublewide trailer dumped on it.
If you get a coalition together like this, build a park, or plant wheat to feed to starving countries...do something other than letting it rot.

As a rule, individuals don't have enough power alone, but in large neighbourhood groups this can change. if you can get a petition going and get lots of names, contact the local media, get councellors and other local politicians on board, you have a much better chance.
