sounds like homework.
there are a couple of billion variations of answers on the question. voltage, current, type of regulation, duty cycle. component category. do you want it to fly or sit on a desk. carry it or need a truck to haul it?

try the text book, or if all else fails, radio shack sells some simple hand books.

I'll give you full building instructions for a regulated power supply 1.2.... 30 VDC (1.2Amp). A Dual Power Supply is 2 of those, whereby you connect the "minus" of one to the "plus" of the other, so you have 3 outputs, namely "plus", "zero", "minus".
