He's not grand. Not only does the god of the Bible allow babies to die, he has murdered them himself.

God doesn't make bad things happen, man and satan do ...He allows bad things to happen because He gave us self will
There is really no such thing as the "innocent" suffering.
Since "all have sinned and come short of the glory of God" (Romans 3:23), there is no one who has the right to freedom from God's wrath on the basis of his own innocence.
As far as babies are concerned, and others who may be incompetent mentally to distinguish right and wrong, it is clear from both Scripture and universal experience that they are sinners by nature and thus will inevitably become sinners by choice as soon as they are able to do so.
p.s. God's own Son suffered worse than anyone! He is the only one who can be deemed "innocent"

Because NOT allowing it would be removing our freewill. He doesn't force Himself on us.
Babies dying are USUALLY the result of the behaviors of others. Sometimes, biology & genetics are involved, but there are millions more abortions & inflicted miscarriages than there are "natural" miscarriages.
Wars are also initiated & continued by man.
God's "allowing" of these things proves His desire for us to voluntarily come to Him. Crises are the number one cause of people seeking God.

Because the world is not perfect and happy-go-lucky. We are cursed because of Adam & Eve. The same reason bad things happen to good people. Sometimes God can use these experiences for a purpose in people's lives.
