I have always found that a gift from the heart is always best. A good example might be to put together a scrapbook of her life in a book (does not need to cost a fortune and if you ask relatives to contribute photos from over the years with comments on the occassion it was taken, can make it a breeze!).
If nothing else, a collage made by children, grandchildren and great-grandchildren should make her happy, unless she is very materialistic (most people at this age are not, but you know your Mom best).
If she is materialistic, then an expensive present, with a pitch-in from other relatives, to buy a Rolex or a diamond tennis bracelet, may be the one thing that she wants that will make her feel special.

This is a neat gift and one I know was given to a 70 year old.
You need to purchase a white or calico pillow - i think you have to possibly make it yourself.
Select some photos of yourself and your siblings and grandchildren(if any) and have them printed on the fabric.
You may like to do some fancy stitching or braiding around the photographs to make it look more prettier.
Once the photos have been printed, make up the cushion cover and place it in the right sized cushion.
It makes a beautiful gift and a reminder to your mum of the children/grandchildren she loves.
Another good gift is making her a scrapbook of her own life.

If she is healthy, and can travel [and if you can afford it] why don't you pay for a small trip for her. If your dad is still alive and living with her, of course you should send him too. If she is single, pay for a good friend to go with her. Usually at 70 there is not much in the way of material things that people need. However, travel is always nice, if one is able.

I think a scrapbook is a great idea. One of my friends and her cousins made one for their grandparents' 50th anniversary and both of the grandparents loved it so much they cried, and now they show it to every one of their friends. Travel would be nice, also. I think if you are on a smaller budget than travel allows, making something would be nice, like a quilt or a scrapbook, a dvd you made, or something else heartfelt.

Whether you are a son or daughter give her Jewelry its always nice, a new TV. Take her out to dinner and give her flowers as well.

a photo album of all of her memories or maybe a collage of all pics of her kids or just u if u r the only kid in the family. If u have sibling, then get a family pic of u all together. if u she doesn't have a mother's ring with all of her kid's birthstones it in.

SPEND A SPECIAL DAY JUST THE 2 OF YOU TOGETHER AND DO SOME FUN THINGS, MAYBE GET A MANICURE OR PEDICURE OR YOUR HAIR DONE OR SEE A MOVIE OR GO OUT TO BREAKFAST,LUNCH AND DINNER TOGETHER, GO SHOPPING. JUST MAKE IT HER SPECIAL DAY WITH HER DAUGHTER.
