It sounds like a circulatory problem. A temporary way to warm them is to run warm to hot water over your wrists for a few moments. This warms the blood, which is close to the skin in that area, and it will warm your hands as it passes through them. Be careful not to burn your wrists with the water.

Beau R is correct about putting your hands under warm water. That can help temporarily. But you may have Reynaud's Syndrome, which is a circulatory problem, common in women and leaves a person with cold hands and feet. You may want to talk to your doctor about it, or seek help from some one in the alternative health field, such as an acupuncturist. Good luck.

I have the same problem - my hands and feet are always cold. For me, it's because I have low blood pressure. The best way to fix this is to work out... get your blood moving and strengthen your heart. If you're really concerned though, ask your doctor about it.
