My favorite funny speech was when JFK was speaking to the citizens of West Berlin, telling them they would not be abandoned to the Communists, and he tried to say in German "I am a person of Berlin" but instead claimed to be a jelly donut.

One of the most famouus funny speeches was Gerard Hoffnung's address to the Oxford Union in December 1958. It is reprinted in the book "Hoffnung: A Last Encore" but there are lots of web sites where you can download an audio recording of it.

its not a funny speach but you could do martin luther king he was known for his speaches!
