As far as I know its wire embedded into the floor of the Theatre (or wherever its installed) which acts as an ariel to transmit directly to the deafpersons hearing aid as they sit in the Theatre seat (assuming their deaf aid is fitted with a receiver). It only works over a very short range so it doesn't interfere with anything else.

I'm deaf and I can tell you that hardly any of them work, the only one I've found that does is just one of the local cinemas.
