If you rob God then are you not a thief??

Yes you can be saved because Jesus said, "with God all things are possible," (read the context of this quote to understand where I'm coming from). Tithe is a tenth. There is a tithe before the Law (ex. Abraham giving his tithe of his spoils of war to Melchizedek, Jacob dedicating a tenth of all that he possesses, etc.). There is a tithe instituted by the Law (Malachi 3:8, etc.). My belief & opinion based on the Word of God is that Tithes under the new covenant (New Testament) should be given from the heart because of one's personal relationship and covenant with God The Father through Jesus Christ his Son. If it is given out of fear, don't waste your money. God is not Uncle Sam that he should garnish your wages and send you to collections. God doesn't need our money, but desires our hearts (see miracles performed concerning money and God supplying his people's needs, there's plenty of references). Jesus was not against the Law, but understood that the Law hung on Love, not fear. Salvation was the gift of God and cannot be paid for by money or any works. So in conclusion, give because you want to give and pay tithes because it's between you and God. Don't give out of obiligation. An example of a "Christian" who saw "paradise" who might not have paid tithes and also was a convicted "thief" was the man being crucified next to Jesus. Also, please consider those who've heard the gospel, but not the teachings of tithes and offerings (ex. foreigners from other countries China, etc.). These folks might have accepted Jesus as their Saviour, but never had the privilege to learn the depth of the Bible as us Americans who like to complain and argue about minute details. Stay encourage those of you who dedicate your hearts to the Lord and live out His Will.

Probably not, the key to salvation is not merely forgiveness of sins and faith in Christ as the Savior and forgiver of sins, but also repentance of sin.
You must believe that the Lord's commands are true, and should be following them accordingly, even if you are not as long as you desire to, or intend to eventually do so; God will accept such.
Repentance means to turn away from sin. Though this obviously cannot be done with every single thought and act in your life, desiring to repent is the same to God as repentance and deems one righteous. Trials, tribulations, and addictions make it hard to repent of every sin in our lives. For some this may be tithing, if one has never completely done it (10%) but tries so hard, or prays to God to provide them the money they need for their debts, taxes, and needs and then their offering, their heart is in the right place but it may very well be hard for them to give up all the indulgences in their life that add up to that 10%, such as good food, entertainment, and other frivolous things.
One may be saved if they try to give what they can, but if they openly refuse to pay a tithe, especially when they have the money, then Salvation shall not be granted to them. If you forsake the Lord or His commands, He shall forsake you.

Gen 14:18 And Melchizedek king of Salem brought forth bread and wine: and he was the priest of the most high God.
Gen 14:19 And he blessed him, and said, Blessed be Abram of the most high God, possessor of heaven and earth:
Gen 14:20 And blessed be the most high God, which hath delivered thine enemies into thy hand. And he gave him tithes of all.

What I think the asker is asking is does true Christianity require the giving of money to the local Church.
I look to what Jesus said about the woman who at the back of the room when no one was looking gave a little bit of money and it was most of what she had. The point was she gave and didn't make a big show of it.
