If this was a real question:
Male dogs don't lick their balls. They lick their penises, which are the perfect size for their needs, and it's to clean themselves after they use the restroom. (More efficient than toilet paper!) A male dog's testicles are located near the base of their tale. They lick a few inches in front, where their penises are. It has nothing to do with sex. (Notice a dog doesn't get an erection when he licks his penis.) Occasionally they lick because something itches, say, from an ant bite, but it's mostly for cleaning purposes. Female dogs lick themselves as well, and for the same purpose.
