Another view of a commissioning engineer is someone who takes a project near its finish and checks to see that all systems are complete and ready to function. They typically would be involved in the start up of the facility seeing to it that things that don't work, etc are fixed.

They may or may not be in control of the actual operations.

They can be a consultant, a member of the operating company's staff or work for the contractor that built the facility.

I have done this job many times. It can be challenging and a lot of fun as well as very educational in terms of what not to do next time.

The engineer responsible for installing, checking, and handing over of a system.

In other words s/he takes the new system 'out of the box'/or supervises its building, checks all functions are to specification, does the test runs, then hands over to the purchaser a fully operational system. Anything from a new computer system, to a cement factory. S/he might be responsible for training the customers staff, too.
