It means that nice guys take their time with a girl in dating and treating her nice. Guys who are not nice, are smooth talkers that get a girl in bed fast and then move on to the next girl. Nice guys want a relationship. The other guys just want to get laid.

It is an expression used (erroneously, I maintain) by unmitigated bastards to justify unethical and/or illegal and/or immoral behavior.
It conjures the allusion of a runner tripping his opponent in order to win. Sure, he'll finish first in some cases, but there WILL be repercussions.
Better to be nice and finish the heat second ... you'll live long enough to have a much longer and more successful career in the end.
Unless you are a friend of George W. Bush, in which case it is okay to be a bastard because your frat buddy will bail you out.

bad boys always win. except in movies and such when the nerdy law abiding guy gets the girl and gets married and the bad guy ends up with a truck of poo over them or something.
