Go to a tattoo shop and let a professional do a real tattoo for you. There it nothing worst then a tattooist trying to fix up someone elses mistakes!!! Thats just like someone working on their car and decided they screwed up and then take it to the garage to have them fix their screw up (they will do it, but they don't like it). Tattooist should charged double to fix tattoos where a person put them on theirselves, and maybe that would discourage people from doing it.

A professional tattoo artist in a tattoo shop.

No one here will probably tell you how, because it's more than just doing a tattoo.

You can make the design or stencil yourself but please go to a professional rather than home tattooing unless you want to end up with a nightmare that will cost you more to get removed.Tattoos are art and should be thought about thoroughly before getting one done.

Hehe the easiest way to go about it is a little bowl of ink and a needle and just dip it in the ink and start stabing yourself in the desired area and shape. There is a way to make to a homemade tatoo gun out of a radio but im not really sure how its done.
