So many reasons...
Sometimes coz they are shy
Sometimes coz they are confused
Sometimes coz they are afraid
Sometimes coz the question was asked in the wrong time
Sometimes coz the question was asked in the wrong way
Sometimes coz the question was asked infront of the wrong people
Sometimes coz the question was asked in a way she can't say YES!

Some men find it hard to believe that a woman is actually NOT interested and that is why she may say no.

Some women may say no when they are interested because they like to be pursued and some men appreciate things when they have to work for it.
