I think it was the phillipines but I am having a bet with someone who thinks it was Japan

You win,.. it was the Philippines. A truck driver named Angelo De La Cruz (i think) was kidnapped, kidnappers demanded that his government pull out her troops, the president, then ordered her sorry 51 man contigent out of Iraq. It was the most disgusting and embarrassing thing I've ever seen. Wheneever I remember it, I laugh and get pissed!

Japan pulled out because it was the end of the pledge they commited to, not because of a kidnapping.

Philippines withdrew its forces from Iraq in 2004. Japan withdrew its troops in 2006, just a few months ago. You both may be right
