Do not use any kind of solvent on a plastic base. A leading cause of nasty motorbike injuries was the fact that riders painted plastic helmets just like they used to metal ones. It causes a breakdown in the cross-polymeric bonds and as soon as it gets a bang it falls to bits. Normally colours for plastics are moulded in in the forming process. You could try acrylic paints as these are water based and reply on evaporation to dry to a hard finish but I can't guarantee that they won't wear off. If you use a cheap one it most cetainly will.

No, Poster paint wont take any wear and tear at all. It will soon be peeling off.
Use solvent based acrylic paint. Spray would work, as someone else mentioned, or you can buy it in tubes. I dont really recommend the spray unless you are used to using aerosols, since they can be difficult to control.
Just go to your local diy or woolworths type store, they will have loads of suitable paint.

I would be very careful in choosing spray paint as a medium, as many of the solvents used could be harmful to the plastic of the chair and the CFC propellant won't do it much good either. Have you thought about acrylic with a good primer?
