You're right -- there's no commonly accepted definition anymore, and the defintions that are out there, morph continually. For the US right now, a terrorist is anyone who is plotting or has committed a violent act against US interersts. For a conspiracy, words are enough, no deed in furtherance is required. An example is the arrest in Florida a few months ago where it's alleged that the perpetrators planned to bomb a building in Chicago, but had never been to that city and had no explosives yet.

Laws and expressions are based on focus. RIght now the issue facing the USA is directly related to radical muslims and some rogue members of the USA. The term terrorist also applies to the nameless, stateless, etc, but generally and most often in recent history, it will be directed at the extremists overseas because that is where the focus is or should be in relation of the term. If we were to direct that term inwards, it should be called something else entirely...treason.

Every criminal that threatens the basic social rights ("life, liberty, and the pursuit of Happiness") is a terrorist. Does not matter where they are from, every act including speeding in your car is a form of terrorism. You are endangering the lives around and disturbing the natural order of our social standards, are you the terrorist? They are everyone, everywhere!

No, its not you or you wouldn't be asking this question. As you said terrorists can be any one. That is why they are called terrorists. The mere fact that they are seen to exist means they are dangerous to us. Try not to worry about them. That is what the want.
