No need to overcomplicate. Simple, plain English does the job.

The only change I would make in it would be to add an apostrophe and an 's' to 'ground', but it makes perfect sense as is.

I see that several people had trouble with the word 'buzz', but I have heard that most of my life, beginning with Arthur Godfrey making up a song about 'buzzing' an airport control tower because they would not let him land his piper cub airplane, which was getting low on fuel.

I agree with the fellow who suggested putting 'the' in front of 'small birds', and 'species of' would make it more specific: "What is the name of the species of small birds that buzz the ground's surface (or 'surface of the ground') at high speed?" THe phrase in parenthesis is a good alternate, though a bit more wordy.

How about "What are the names of small birds that fly at low heights but high speed?" Or if u want to put the word buzz in, then leave your sentence as it is.
PS Can u put the species of birds u r referring to here, curiosity, just wanted to know which ones u were talking about.

this sentence is ok if it says what you mean or you could say "what species of bird or birds buzz the ground surface at high speed?"

if you understand "buzz" the way that pilots understand it in wartime then the sentence is more or less correct. I'd stick "the" in front of "small birds" because "what are" suggests there are some very specific birds you want the names of, not just any old ground buzzing high speed small bird

alternately, if you mean swoop; this would more appropriate:

'which species of small birds swoop along the ground surface at high speed?'

everyone's answers are different because everyone comes from different places and speak english differently. sometimes it's hard to distinguish between vernacular and proper english
