Westies are well known for having several skin problems.. You didn't say wheter it is warts/cycts, or itching..or bare spots or sore and red...
Perhaps this site will help you identify the problem.
If your dog is itching, scratchiing, and chewing her skin, this is a symptom of canine Atopy.. This is a good site to help you understand and deal with this condition..

At this season, it is likely to be pollen related or mold/mildew..But household cleaners often aggravate the condition..chemicals such as Swiffer Wet jet, Carpet cleaners, air fresheners, etc..
It may be of help to feed a food that doesn't contain corn or wheat.

Terriers have alot of skin problems. I had a cairn terrier and every spring he would lose the hair on his hind quarters from itching and biting. The vet gave me wht he called" itchy pills" it was some type of allergy tablet. Also, hydrocortisone will help to heal it and stop itching if you spray him with that or it comes in creme form also. Neosporin will help to heal the bad spots also. If I were you I'd get him to the vet. They can give you the specifics for your particular dog.

Chetco's answer is correct, we have 2 westies and their biting and nibbling occurs usually with the food they have anything with cereals in it (wheat, corn etc.) or beef products.
