It's just simple madame, tell ur friend to meet ur miss privately and to tell her about the situation which is going on (about the black mail),thats one part.
Now for the big action.
Tell ur friend to tell miss that she will tell her in front of the whole class that she cannot manage everyone and cannot be the leader, but ur miss should insist that she should be the leader and carry-on.
The whole thing of black mail is becoz the other person wants to be the class leader.

Notify the authorities,blackmail is illegal,she is also being threatened which is also illegal,and technically her constitutional right of life liberty and pursuit of happiness is being threatened as well. Help your Friend,find a good lawyer and go after them with a lawsuit.
