Not american troops, but there was a large CIA involvement in the region.
They gave weapons to Bin Laden so he could fight the USSR, back in the 80s. They also funded his training camps

There were not officially American troops in Afghanistan before 911. There were special forces in the northern part of Afghanistan helping to organize the northern alliance. The CIA also had operatives in the northern area. This has been documented by several books, the 911 commission report, and several of the CIA operatives have come forth about their operations before 911.

The Americans saw what happened on 9/11as a threat ( which is obvious) so then they sent troops in to Afghantistan.
