When I am in church or a business meeting that it's appropriate to be quiet I suddenly get coughing fits. Why?

Yes, I think it does because we think about it.
"I don't want to cough or make a noise," is what goes through my mind....then...you guessed....I cough!

It may be a conditioned response, but it isn't naturally that way. I notice that when I am at a concert everyone coughs at the breaks between movements. It is almost as though they are waiting for the quiet. However, I do not personally have that reflex, so I think it only happens to some people.

Sometimes when I need to be silent, somethine will evidently happen to keep my from being quiet. I'll cough, too, sometimes. Or laugh. Or worse, my cell phone will go off because I forgot to turn of the sound. There's always something.

You want attention. Stop thinking of yourself. No, you may have allergies to something in the church or meeting. The carpet or cleanser that is used may be a couple of things causing the problem. Of course, flowers are one of the greatest causes. You may have to see an allergist and be tested. You are fine it is those crazy allergies that will drive you crazy.

Sip little warm water before going to church or business meeting or gargle with warm water with pinch of salt. Also gargle with salt water just before going to bed everyday.

yes i do experience the same way.
it does happen especially when you get self conscious.
your throat gets dry and tense, and constricted.
i usually try to relax and breath slowly.
if possible drink water also to relax the throat.
