My first thought and most probable cause is a bladder infection. Easy to fix, you need antibiotics though.
Call the SPCA and animal control they have programs to help. They can also tell you where to find low cost care or vets that take payments.
It could also be trauma. If the cat goes out it could have been hurt by a dog or car. Some cats hide injury from even trusted friends.
Could be poisioning. Rat poisons cause internal bleeding.
Basically, blood coming out of the cat is bad, and you need a vet. If you really can't pay, please consider giving her up. A shelter will fix her up and find her a new home. I know it's hard, but you have to put her wellfare first.

EDIT
Girl cats DO NOT have periods, that person is an idiot!

Take the cat to the vet asap. It could easily be a sign of something else that if it isn't looked at, could cause permanent damage. Which is why you should never self-diagnose your pet or give home remedies because you can do more harm than good.

You can work out a payment plan while you're there.

this is very serious and you MUST get your cat to a vet if you want it to live...he has a very serious either blockage, infection, or both this could be fatal and should not be dismissed try and make some payment arrangements and get kitty in asap dont wait more than an hour or so because the longer you wait the less chance that your cat will live

is ur cat a girl?? if so is she neutered?? if not she needs to be, this could be like a period, it is common if your cat isnt neuterd.if she is it could be a problem, or it could just be a few red blood cells in her urine. you can have your cat neuterd for free ask arround at some vets and search on the internet and you should find somewhere that does free neutering. im not being horrible but if your not willing to pay for the vet, you shouldnt keep a pets... try searching it on google and also ask vets. also you can phone my mums work chesnut cat sanctry, they can give you free neutering and they may know what the problem is. their site is : www.chestnutcatsanctuary.co.uk hope iv helped xxxxx

Dan dan I don't know where you live, but take that baby to the vet as soon as you can. Call the local humane society and ask for friendly vets phone numbers! If there is blood in the fecal matter you can attribute it to worms, but in his urine you may be dealing with Feline urinary track syndrom(does he strain and cry when he goes) or possibly an accidental(or not) poisoning. If he is as much a friend to you as my kittychildren are to me, make the sacrific and get him to a vet!

Use a credit card, borrow the money, set up a payment plan with the vet, but get cat to vet.

Most likely caused by bladder infection /stones. Take him/ her immediately to the vet. If you got a pet, you've got to have money and search money to take care of him/her.

I had worked as a volunteer assistant in an animal hospital many years ago in Japan.

i would think something is wrong with your cat. BUT as funny as this may sound many ppl with a girl cat said that they have periods so that is what may be going on. But there is no sure way to find out unless you take it to the vet. Maybe just fork up the money or maybe borrow some from a friend and pay them back later on.
