Because of the noise on the aircraft, they have to physically pass up the "ok" signal through the entire "chalk" of jumpers that they think not only their equipment, but the static line of the person in front of them is ok. Nothing gets your attention like that.

They check the wire and slap the person in front of them to let them know they checked. The "bum" is an area that's not covered up so they can feel the slap.

Do that to a Latino and you'll have a fight for your life on your hands! We don't take kindly to anyone touching out bottom side! That ain't macho to someone touch, grab or slap your butt!
Slapping a team mate's bottom was a routine thing but you rarely see it now that you have a few Latinos playing in the NBA!

Its just a check procedure to ensure everyone is ok and ready for the jump. Also, to let the jumpmaster know that the number of jumpers for the jump pass is correct.
