depends on what you consider destructive... human life.. property... the world? You have the choice of nuclear weapons, chemical weapons, biological weapons.
One single nuclear weapon may cause a few thousand to a few hundred thousand deaths (depending on where it is dropped). How about if someone firebombed a city? That will cause a few thousand to a few hundred thousand deaths. The nuclear weapon may be a bit more harmful to the environment, but just one will not make a huge difference. They are living and working right at ground zero in Hiroshima. So what kind of destruction are you talking about?

Future?? If nuks are not used.. Look in the past.. The first known use of chemical war was like thousands of years ago, Romans, Greeks and stuff..Poison the enemy's water supply with rotten animal carcases.. Well.. 2007 version of that? How much damage could 20 crop dusters do spreading anthrax. Them terrorists wanted in the crop dusting business bad.. Small Pox.. probably a virus or something we don't even know about.
