In the train station most are, so you can buy some food including chocolate of course and a couple other things.
Also the gift store at the Swiss Transport Museum is, they have a lot of cool stuff. Postcard stores and little kiosks in and around the touristy part of town (near the wooden bridges) are often open as well.

Otherwise no.

Oh and I don't know if this is just Zurich, but most stores are open two Sundays in December!

In summer a few shops open at 11 am.

The shops in the train station are most often open daily until 8 pm.

last 2 times i was in Luzern were both Sundays... souvenir shops all appeared to be open, same for shops in the train station. boutiques/department stores were closed. museums and other attractions are open too.
