i'm not sure if i should make the first move or not, because he keeps telling everybody that he will ask me out but then he doesnt. all of my friends and his friends and even one of my ex-boyfriends keep trying to get us together, its just that were both too scared to go up to each other. what should i do?

Don't ask him out your worth some effort! If all your friends are trying to get you together he obviously knows you like him. Just wait, knowing someone likes you back gives you the confidence to go ahead and ask them out. Just keep flirting.

Try to "accidently" start a conversation, and talk a little and then maybe you'd start seeing eachother more often and getting used to seeing eachother more often. But if the conversation thing doesn't start, then at least start with tiny steps by saying hello to him when you see him walk by. Then once you're used to seeing him say something like "How are you doing?" Then a conversation will start.

once in 8th grade same thing happened to me and in the end i got mad at him because he is just would not come up and ask me and there were only 2 weeks left till the formal so i threw water on him and when i asked why i did that i told him exactly why. of course then he asked me and we had a happy formal and all. so do something drastic like kiss him or throw water at him lol

look do you have each others mobi number if so phone each other and just talk and get to know each other interest, as this help to break the ice between you two and you'll have something to talk about when you meat up and your friends want be in the way good luck.

You can either step up n ask him out which is a not bad idea cuz i mean it could solve ur problem .....but u can also make him want to ask u and if he wants u as bad as they say he does he'll do it ..if he doesn't i'd figure he doesn't care enough to ask u ...so just show him wat u are and show him if he wants it he'll have to come get it i mean come on guys like the chase

let him do the first move because he is the guy.....
But you can make him feel that you're waiting for his attempt to go out with you...
"flirt" could be the word for that but flirt in a good way...
And don't be rushing... Maybe he's just thinking of a good move to get to you....

What you should do is try to be strong enough to go up to him and ask him out yourself. If you really want to date this guy then you should go for it and ask him out.. you can do it!

Ask him out somewhere private where your friends will not see you. If your friends see both of you like that, he will get embarassed.
