Ha,ha,ha,ha! Ning nong. Ha,ha,ha. I love it! I've never heard that before. Thanks for the laugh. I needed it. But, I'd better type an answer before 'Answers' docks me points. They seem to only do that to people who break little tiny rules. So, my answer is it seems to be the fashion among young black males. I guess. : ) And every guy does NOT do that. At least not in public. I do however, see many young black males doing it. I think it's the fashion or maybe they are dirty and it itches. Yuck!

and how do you know he is pulling anything but air? Maybe he doesn't have one and is just pulling at his pants to make it look like he has one.
though if you want to know for sure, ask the LA police; they have photos of him down there and maybe they know if he has one or not.
