A couple of reasons. First as everyone else has said, it's has a different personality. Maybe it feels---why should I? The second reason could be the sex of the bird. A female bird seems to respond better to a male handler, and a male will try harder with a female owner.
I have an Amazon parrot, female, who only cares for her "poppy", even though I feed her and interact with her more.
I also have a female cockatiel who only goes to her "poppy" even though I started with her first in feeding and training.
My three lovebirds, males, will only come to me and sees "poppy" as a threat and will nip him.
Don't forget that the cage is the birds security. The remaining bird that will not come to you may be afraid of something and still needs the security that the cage provides. In this case, it will take more coaxing, reassuring, more time for the remaining bird.

It is just the budgies character and personality to be different than the other, you must work out how it is by spending more time with it.It will definitely have other talents which will be unique to it.
Teach it with a treat and it will come to you as well.

maybe its the shy one thats what happens with mine my male bird hops on my finger just as i stick my hand in the cage and the female will only hop on if the male is outside the cage

keep trying it took me a while.. offer him/her some food and feed it by hand and then work your way up. it seems to take forever though...
