Depends on what the army regs say. Usually officers don't touch or scratch Privates because of liability. The neighbor probably wants to enlist but doesn't know how. Go have a visit.

I don't think it would be okay if you do that. First, how do you know that other members of your family won't see it? You said your 'privates", does that mean you are going to show your penis and *** in front of a window? Third, if you know that your neighbor will watch when you scratch your "private', how come you don't do it in his house?
Conclusion: Don't do that.

I never got why it's so much more pleasurable for guys to do that in front of a window. Why not go somewhere else in the house to scratch?
