Should I use 'at the same time' or 'together'?

Thank you for sending us the second-year revised workplan for PROMIS project on 6 Oktober 2006. This Revised workplan is intended to replace the workplan previously sent by The Asia Foundation, at the same time with the submission of quarterly report, on May 2006.

Use together. It is more natural. It is also very accurate.
