Maybe that is just how the girl is, sounds like my friend was, but she settled down later in life. There was nothing "wrong" mentally with this girl, she was just weird. :)

Could be she was traumatized, could be her parents recently divorced, could be her best friend just screwed her over, could be she lives in an abusive home, could be she's shy and it's a protective mechanism, could be hormones and puberty, could be a combination of these or many other things. You can't get a real answer here because you don't know enough to provide info needed, and even if you did, all you're getting here is people maybe with some knowledge (or bs) guessing. Lot's of people are hyper and sometimes paranoid people have legitimate reasons to be paranoid. Neither necessarily mean mental illness. Or, maybe it's ADD, ADHD, BP, or something else. Be nice to her is about all I can say. Whatever her problems are (or are not) being hard on her or judgmental isn't going to make her feel better, act in a more conforming manner, or feel more comfortable.

All kinds of things. Hyperactivity, being mildly violent, and slightly paranoid (plus other, unspecified issues) could result from all kinds of things, including hormones. Yes, regular old hormones. Diagnosis over the Internet is iffy at best, and that's with a well-trained professional (I'm not, I'm a hobbyist and new student) talking to the person with the issues. Anything like this is just rampant speculation.

Something is different OK. You can't really know if something is wrong. But sometimes being different appears wrong to others. Also, this person may have the most common problem in America, Social Anxiety or fear of other people. It is real and it is very difficult to deal with by the person who is struggling with it.
Also, this person may have any number of other conditions that makes her look and appear different. If you are interested, introduce yourself. See if up close the difference appears as more understandable of even disappears as a problem.

Um, it means that she is human. Everyone has issues. Just remember, she is probably having a tough time with life too. 13 is not the easiest year for girls.

It could be a number of things from a mental illness to attention seeking.
She could be reacting to being bullied, she may have ADHD.
Why not ask her? Only she can answer this question!

well if she had her ups and downs it would be bi polar, if not maybe she just has some problems she needs to work out, the mind is a very complex thing
