you need to cut little holes in the wallpaperso that it can get wet. you can just use a utilty knife to cut lines in it. just dont cut to deep becuase you will have to repair it later. you will just have to mud over that later.

The best way I ever found to remove old wallpaper was:

1) Scratch the surface with some sort of blade at relatively regular intervals. It doesn't have to be deep - just enough to allow moisture to penetrate the paper.

2) Spray generously with water. My Kirby has a "spray paint" attachment that I just filled with water and thoroughly wetted the paper down. (You may want to take steps to protect the flooring before you do this). Start at the top and wet thoroughly all the way down.

3) Wait. About every 10 minutes, try using a good scraper on a section of the wall.

4) If it starts to dry out before it's coming off, wet it down again.

Cutting the paper is the key - you have to get the water into the paper, and then you have to wait.

It may sound crazy but it worked for me. My friend told me to get a spray bottle and fill it with 1/2 warm water and 1/2 liquid fabric softner. I used Downy. Then spray it on and let sit for about 5 - 10 min. Surprise, it worked. And it left the room smelling great.
The thing that puts holes in the wall paper is called a paper tiger. You roll it over the old wall paper and make nice little holes all over it so the remover solution soaks in.

There is a little tool you can get at walpaer stores that will score little holes in the paper so the liquid can penetrate down to the glue, I also heard that diluted liquid fabric softener sprayed on it will work.

In my office the whole place was wall papered, what a pain it was, but we bought a steamer and it worked well getting the paper off and the glue underneath. The heat will lift it off. Good luck and I hope you don't put up knew wall paper.
