When do you thing a girl's sense of maturity fully developed?

Sense of maturity:

Being responsible, being able to see through a man's trick to make her fall in love with him, being able to be herself in everything she does, and being able to think rationally (think with your mind not with your heart)...

So when do you think it will happen?
Especially being able to see through a man's trick or true color...

I think a woman's sense of maturity has fully developed when:
1) she can laugh at herself
2) she's proud of herself no matter what society dictates
3) she makes mistakes, accepts that she has made a mistake, ponders about what she could have done better, picks up the pieces and moves on with her life
4) she is no longer irrationally jealous
5) she appreciates the beauty of life (including hardships and challenges)
6) she takes responsibility for her actions - right or wrong
7) she takes a stand for what she believes in
8) she begins to realize that men and having relationships is not the be-all and end-all of her life
9) she appreciates her family no matter how dysfunctional they may be
10) she accepts that change is the only constant thing in this world.

eh, 20 seconds...
10 for sure...probably.
(90% of the time anyway--well, not less than 50% certainly...)
